War with Al-Qaeda-linked Philippine separatist group inevitable
All thinking governments around the world have policies not to talk to terrorists. These governments--exemplified by the United States--follow the mantra that with terrorists, you don't talk--you fight. In the Philippines, where an Al-Qaeda-linked Muslim secessionist Moro Islamic Liberation Front (MILF) are waging a bloody war for independence in the South, the sitution is comical. Here you have a government placating separatists with peace talks, foreign-funded livelyhood programs and such. The latest act of capitulation by the government is worse: A Constitutional amendment to remove the ban on dismembering the country by giving the separatists full economic, political and judicial control over the areas it claimed as part of the Moroland. Here's the reasons why I think the stalled peace talks would not prosper under the present condition: (1) A Constitutional amendment is not acceptable to the majority of the people. Once opened, the Charter is like a Pandora's box and turn it into a free-for-all document anyone can tinker with. (2) Some of the areas claimed by the MILF as part of the traditional Muslim homeland have majority Christian populations. (3) The MILF would not accept a smaller fiefdom; and Christians would not leave the places the MILF claims either. (4) The ball would keep turning again and again. Impasse. Is war inevitable? Maybe.
